You have these reasons correct I just think you have them flipped. The primary reason Russia targets civilians and infrastructure is because if they didn’t they wouldn’t be able to target anything at all. Resorting to terrorism is just a desperate side effect. Russians are morons but they aren’t idiots they know terrorism didn’t work for the Germans over Britain and it’s having the same effect here of making the people even more resolute.
