You cannot negotiate with a knife at your throat. The moment Putin threatened to use nuclear weapons he tossed out any possibility of negotiation. There is only one way out of this that is Russian withdrawal from all of Ukraine. If he chooses to use them tactically then the goal shifts from removing Russia from Ukraine to removing Putin from the world.
