Yes we would know. Do some research into how government and military contracts and procurements work or the role of the DoD Inspector General, GAO or OMB. The DoD is routinely audited, and fails but this a far cry different than the sort of corruption in Russia. Just the fact that the audit failures are reported and public information proves that.
