Well this is simple, because Hamas is a tiny, weak terrorist organization that lacks true military capabilities while Israel is a decent size modern nation-state with an advanced highly trained military.

Generally it’s a bad idea to pick a fight when you are vastly outmatched because it’s not going to work out well for you.
