Well considering that they are under no obligation to have any policy whatsoever or that they could explicitly reserve the right to use as a first strike like the US and Russia do, I would say it matters a lot. Doesn’t mean they will hold to it but it does mean they aren’t going to go around saber rattling and threatening nuclear armageddon as Putin has done. There is a very clear difference in actions that derive from that policy and that does matter.
