This kind of did catch on in a completely different application. Taser guns that shoot electric darts with high voltages designed to incapacitate people use a very similar technology. Each cartridge has a unique serial number that ties it to the manufacturer and the original buyer. When a cartridge is fired hundreds of little strips of wax coated paper or plastic with the serial number are shot out and scattered all over the area. It would be almost impossible for someone to collect all of these in a situation such as a kidnapping.
