This is true but might be somewhat misleading to some. The satellites in question were all Starlink satellites. Starlink satellites are not designed for long term operation, that is, by design they are disposable. They have a lifespan of just 5 years. They are smaller and contain little to no shielding for both radiation and micro meteorites. In contrast standard communication satellites and even GPS satellites have an expected lifespan of 10 to over 20 years. These are designed with greater ability to withstand the hazards of space.
It simply comes down to how does a system establish reliability. Starlink uses quantity and redundancy. Point is that loosing 40 Starlink satellites is not the same as loosing 40 standard communication satellites.
