This is not quite accurate and misrepresents what the Bloomberg article and the GAO report say. Neither says that it costs $400k to unclog a toilet. What they do say that periodic cleaning of the system costs $400k. Those are two different statements and while they might be related to the same system you are conflating the two ideas together and drawing an erroneous conclusion.
