This is definitely a cultural thing and not limited to CPT in the U.S. for sure. Trying to get anything done on any type of schedule in Costa Rica or many other central and Latin America countries you’ll find the same thing. You’ll also find the same laid back idea of “schedule” in large parts of Spain, Portugal, Italy. Really it’s just cultural but if you’re not used to it it can be infuriating.
