There is a lot that is either very incorrect or a minimum intentionally misleading about this entire sentence. Yes a VPN might be set up on a router the way you describe here but for the vast majority of people who use VPN services they are running a VPN client and that router is on their local PC. So, yes the VPN client is running on your local PC, no your computer does not "follow it's normal process" It specifically does not do that.
