Russia may aim to do this but it is doubtful it will be successful. First it is doubtful Russia would benefit from such an arrangement as it would now be a subordinate partner to China. Not only a county with a stronger economy and military but also one that it shares a very long border with. Next it is doubtful that even with China that it would be possible to unseat the dollar as the reserve currency outside of their immediate sphere of influence. Few countries or companies are going to find it desirable to maintain significant currency reserves of a totalitarian or communist state when there is not just one but two much better options, the dollar and the euro. Two currencies that are used in multiple free and capitalist countries. (Yes the US dollar is the official currency of a few small independent countries and unofficially in many more.). Russia and China can wish for this to change as much as they want but without systemic changes in their own internal politics and economies there is little they can do to change it.
