Russia had an opportunity to become part of the larger peaceful European community when the Soviet Union fell apart but it chose to backslide into authoritarianism. Putin alone is responsible for the state of Russia. NATO would have long ago dissolved had Russia disarmed and established a true democratic republic government. (Just like most of the former soviet republics.)
