Policy is nothing but imaginary boxes.
No, in modern terms it’s called physics.
Allocation of matter and energy is real. Policy, legislation, law, is all imaginary none of it matters if the fundamental laws of the universe won’t allow it to happen.
You can’t legislate food, energy or land into existence any more than you can imagine that you can fly.
It takes energy to extract, distribute and create resources. That energy is not infinite and it’s not free. “Policy” gets to play in the imaginary world where energy is infinite and resources are infinitely fungible and infinitely divisible.
Life and the universe do not work that way. It doesn’t matter if you want to pretend that they don’t, the universe doesn’t care. Because of this fundamental fact no amount of legislation or imagination will ever result in an equitable system that provides equal outcomes.
Within those constraints it is possible to build more equitable systems than what we have currently but a system can either be equitable or have equal outcomes, it can’t have both.
