None of that is remotely “safe” no matter how infrequently it happens. These local governments are acting incredibly irresponsible with the welfare and the lives of their citizens by allowing these “tests”. I’ve been in a Waymo that stopped in the middle of the street for no apparent reason blocking traffic on a one way street for at least an hour. I got out after 15 minutes and it still just sat there, it was still there a half hour later when I was on my way back the other way. Stopping is not always the correct response. These things are not at all ready.
