No it doesn’t assume anything about the inventory. The value lost is the price until it’s discounted. You a customer don’t get walk into a store and dictate the price to the owner. That’s not how retail works. You can negotiate but you can’t force and that’s because the owner sets the value. If you don’t believe me I invite you to shoplift and find out.
