LiDAR is not new, and neither is its use in cars.
Here is a partial list of vehicles with LIDAR systems that are not electric.
2017 Audi A8 - ICE
2021 Mercedes-Benz S-Class - hybrid
2022 Volvo XC90 - hybrid
2021 Toyota Mirai - hydrogen fuel cell
Even before the development of the first true LiDAR systems by Velodyne in the mid-2000s, the automotive industry was experimenting with LiDAR-like systems back in the 80's. You could find these early systems in production cars dating back to the early 90's:
