If you don’t bill for the hours you work that’s on you. It’s a very bad practice to follow and technically very often will violate the terms of your contract. I would never do this in any contract or allow any of my people to work this way.

If you follow this practice never contract directly or indirectly with the US government or a government supplier. It can get you and anyone aware of what you are doing it in a heap of legal trouble.
