The notion that the Kremlin was comfortable fighting a long and drawn-out conflict, and that such a war naturally favored Moscow, prompted Ukraine’s President Volodomyr Zelensky to reach for a dramatic way to recapture the momentum of the war, and demonstrate to his Western backers that Ukraine could beat back a far larger and theoretically more powerful Russian military.
