I think you are confusing copyright with distribution here. This is a bad example. All those network buffers and electric copies aren’t any different then the millions of newspapers printed everyday (all copies) or books (all copies)

If I read a copy of an article that was posted on a website or in an app, I’m not the one “creating” the copy. The website, which was authorized by the uploader is creating the copy. This is literally how paywalls work, they don’t make the copy unless you’ve paid for it. And they disable caching.
