I think this is meant in a more technical manner, but also not just technical but certainly not in a managerial manner. Remember managing and leading are two entirely different skills and things. Leading is something that everyone at any level can do. While not a defined party of the role a Senior should certainly be doing this when appropriate, a Lead should be doing this all the time as it is literally part of the role.
