As awful as these images are it’s doubtful that much can legitimately be done from a legal point of view at least in the U.S. with first amendment rights.

Unless someone is taking copyrighted material and making money off it, or otherwise harassing someone, there aren’t a lot of options open really as so much of this can easily be claimed to be art, satire, both or otherwise protected free expression. So other than private companies choosing to limit or censor these things I wouldn’t expect much to come of any of this.
