An expat is not an immigrant. These are two entirely different concepts. An expat is someone who has no intent of moving permanently an immigrant does. Immigrants want to become part of the society they have moved to even seeking citizenship, expats just want residency status. Yes at some point one can turn into the other but these are not at all the same concept.
